Is it possible to prevent updates to a specific Site when Shared Assets are Published from another Site?

For example, a customer currently uses Shared Assets among 450 Sites.

For one particular site, they run a set of queries and return resultsets with Assets flagged with "Unknown Dependency".
 - The queries and results are cached.
 - They want to keep these queries and results static. They do not want these cached entries to be flagged invalid / updated / removed when another site publishes an update.
 - They only want these cached entries updated when this specific site publishes an update.
 - They would like to know how to turn off or toggle this update functionality by Site.
