Symptoms

While trying to compile one of JDeveloper projects, the following message is displayed which means that the compiler is trying to compile all transient expressions in a loop.

compiling TransientExpression

This issue impacts the performance of the application since many unnecessary compilations take up all memory of the machine, clogging up the CPU as well for many minutes, often causing JDeveloper to crash completely.
