Credentials and details to Establish Cloud database is correct and matches the one set at Cloud page.
Running Service Instance URL https://.db.us2.oraclecloudapps.com/apex/ directly at browser works.

Connecting from same SQL Developer when in Public network ( Internet) works fine.

Symptoms

While connecting SQL Developer to Cloud database, the following exception occurs:

"HTTP/1.1 407 Proxy Authorization Required".

 There is no change. This is a new connection.
