Installing Developer Tools For WCS 12.2.1 fails for Eclipse Juno v4.2 (Doc ID 2220219.1)

Symptoms

After installing WebCenter Sites 12.2.1 Developer Tools Plug-in, no WebCenter Sites Icon is displayed in the About Eclipse window. Also no WCS Perspective is available to open in Window => Open Perspective.
