OPSS - Cleanup Script cause performance issue while using the parallel option (Doc ID 2220513.1)

Symptoms

This was observed On  OIM  11.1.2.2.0

The environment is having the JPS_DN and JPS_ATTRS tables with 3 million and 33 million entries respectively,

That was part of root cause of the performance issue, so Development provided scripts to purge some data.

After that, observing new performance issue, seeing CPU and other OIM issues which they had not seen before using the sql script.

There was no OPSS direct error captured.

The issue presented itself in OIM specifically when running generatesnapshot.sh, and also caused OIM issues running without generatesnapshot.sh with normal functions.

OIM uses OPSS for security functions.

When OPSS sql script was executed, caused issue in OIM, because reading the JPS_DN and other OPSS tables when OIM performed any required security/authentication, OIM performance is affected.
