PeopleSoft-OIM PERSON_BASIC_SYNC Failing With GetOIMUser: User Doesn't Exists At OIM

OIM Version : 188.8.131.52.160419 and connector Version :PSFT ER 184.108.40.206.0
Usecase: One has Employee Number attribute in OIM and has a business logic written (first name+last name Combination) to create userloginID attribute in OIM.
When full trusted recon with PSFT ER connector is run, users got created in OIM with custom User IDs and Employee number of OIM is updated with Employee Number of PSFT.
When one of the reconciled user is updated in PSFT , the same change is not getting updated in OIM because PSFT connector is trying to search for the users in OIM based on the UserID which is not matching with employee number .
Log file shows the following.
User doesn't exist in OIM. Setting the Defaults from configuration lookup:[Emp Status:Disabled, Emp Type:End-User]
