Symptoms

Direct role revocation from UI works fine, however API based revocation (for both system admins and non-system admins) does not.
API being used - oracle.iam.identity.rolemgmt.api.RoleManager.revokeRoleGrant(roleKey, userKeys)
When calling the RoleManager API to revoke a role from a user profile, there are failures in the logs, with the following:
