Opatch Shows Incorrect Timestamp for Patches Applied FMW 12.1.3 (Doc ID 2222512.1)

Symptoms

OPatch version : 13.2.0.0.0

Test case On : 12.1.3.0.0 version, iAS Web Server Installation

After patches were applied to OHS 12.1.3 over the course of 2 days, "opatch lsinventory" displays all patches being applied at the exact same time.  Opatch should show each patch with the date they were individually installed.


For example the issue can be reproduced at will with the following steps:
1. Install OHS 12.1.3
2. Apply at least 2 patches
3. execute `opatch lsinventory` verify timestamp of patch installation.
 

After the first patch is installed, opatch shows that the patch was installed on Thu Sep 08 10:46:47 MDT 2016:
