Enabling Records Management Slows Down DCL Options List Rendering in Internet Explorer 11 (Doc ID 2223223.1)

Symptoms

After enabling the Records Management component, large dependent choice lists with the options numbering in the tens of thousands remain in a "loading values" status.  This issue only occurs in Internet Explorer 11 and renders correctly in other browsers such as Chrome or Firefox.
