ORA-01045 Error During Upgrade of WebCenter Content (Doc ID 2224003.1)

Symptoms

When attempting to upgrade WebCenter Content from 11.1.1.8.0 to 11.1.1.9.0 using the Patch Set Assistant, the upgrade fails with this error:

MDS ERROR:
java.sql.SQLException: ORA-06550: line 34, column 9:
PLS-00201: identifier 'DBMS_RLS' must be declared
ORA-06550: line 34, column 9:
PL/SQL: Statement ignored

OCSSEARCH ERROR:
ORA-01045: user <USER>_OCSSEARCH lacks CREATE SESSION privilege; logon denied
the DB user <USER> is given DBA permission, still PSA

 


Due to this issue, WebCenter Content cannot be upgraded.
