WCC Unable To Check In Document if Revision in Folders Trash (Doc ID 2225393.1)

A user can not check in a new revision of a document that has a revision in the Framework Folders Trash bin.

Content Server Request Failed
Content Item 'ABCWXYZ1234' was not successfully checked in. Unable to execute service method 'updateContentModifiction'. The error was caused by an internally generated issue. The error has been logged.

The issue can be reproduced at will with the following steps:

1.  Expire a revision of a document or move the revision into the trash.
2.  Check out the content item.
3.  Attempt to check in a new revision of the document and it fails.

The issue has the following business impact:
Due to this issue, users cannot update documents checked into WCC.
