Reports Clustering for High Availability Fails with REP-67301: Error in replicating reports tools configuration for 12.2.1.1 (Doc ID 2225814.1)

Symptoms

While configuring High availability ( HA) for report server 12.2.1.1.0, it fails when issuing createReportsToolsInstance() command on node#2.

The following is recorded in nodeManager log file:
