Symptoms

SAML assertion has incorrect data format for issuer element


It is confirmed that the issue is related to the <saml:IssuerFormat="urn:oasis:names:tc:SAML:2.0:nameid-format:entity"> tag in the SAML
request (see example SAML request below).

If  manipulate the SAML request going out from OAM and remove the Format declaration (change it to <saml:Issuer>), the transaction completes successfully.

You also tested if you change the Format declaration to <saml:Issuer Format="urn:oasis:names:tc:SAML:2.0:nameid-format:unspecified">, this also addresses the issue.
