Prompted To Login Twice For Activitygraph-engines After Enabling OAM And Then See Invalid Sign In (Doc ID 2226921.1)

Symptoms

Using WebCenter Portal 11.1.1.9 and have OAM enabled as per Section 33.2 Configuring Oracle Access Manager (OAM).

When testing the activity graph engines url we are first prompted to login to OAM, then after login we see the activity-graph/engine page with another login page.
Trying to login on the second login page gives errors.

URL being used is like:  http://<HOSTNAME>:<PORT>/activitygraph-engines/login.jsp
