Weblogic Filestore Access Attempt gives error: "The Store Record X Could Not Be Found." (Doc ID 2227581.1)

Symptoms

On : 12.1.3.0.0 version, WLS Core Components

When starting one of the Managed Servers, the Weblogic Console shows the STATE as "Running" and shows the HEALTH marked as "FAILED" with error:

weblogic.store.PersistentStoreFatalException: [Store:280029]The store record 4 could not be found.

Error in WLS Logs:

Changes

The issue can be reproduced at will with the following steps:

1. Start Managed Server
2. Observe state of Managed Server in Admin GUI and note server health status
