Certificate Error with ORDS Standalone Self Signed SSL Certificate - "There is a problem with this website's security certificate" or "Your connection is not secure" (Doc ID 2228513.1)

Symptoms

 ORDS has been configured in SSL mode using the default supplied self signed SSL certificate:

 "1" was chosen at the ORDS SSL related configuration step or a self-signed certificate was chosen when option "2" was entered:
"Enter 1 to use the self-signed certificate or 2 if you will provide the SSL certificate [1]:

With IE you will see the following when accessing ORDS:
