Oracle Access Manager 11g: Unmeaningful Characters("%>") Appear on Password Change Page When Password Which Does not Meet Password Policy is Submitted on Initial Password Change Page (Doc ID 2228701.1)

Symptoms

Unmeaningful characters("%>") appear on password change page which is displayed right after a password which does not meet the password policy is submitted on the initial password change page.
See  the unmeaningful characters circled with red at the lower left on the following screen shot.

 

 

The steps to reproduce the issue is below.

0. Configure the password policy as below on OAM console.

5. The page which says "The new password didn't conform to the following rules:" is displayed. And confirm that the page contains the unmeaningful characters, "%>", are displayed at the lower left on the page.(See the screen shot above)
