WebCenter Portal Page Keywords Are Not Searchable Using SES

Symptoms
When creating a page, there is a target parameter called "Search Keywords" but it doesn't work properly. After entering a value into the "Search Keyword" box and performing a search using that value, the page does not show up in the result.
The goal is to be able to search for an entire page created in WebCenter Portal using a tagged keyword.
This was test in WebCenter Portal 11.1.1.9 integrated with with Oracle SES 11.2.2.2.
