Issues where the login Fails or loops is a very common issue with Oracle Access Manager (OAM).
Common causes are related to but not limited to:
- RequestCacheType setting
- Authentication level step sup/down
- Time Sync
- Code Defects
- Configuration due to custom code
- Multi Data Center session handling
- User store configuration
