Symptoms

Deployment of composites to SOA was working from JDeveloper and Fusion Middleware control up until a new domain was installed on the same machine.

With Jdeveloper, the deployment just spins and eventually times out.

Using Fusion Middleware Control the deployment says completed, yet we see nothing in the deployed composites.

Attempting to view the deployed composites tab in the soa folder on the EM consoles shows the follwing error:
