FTP through Oracle Traffic Director TCP Proxy Fails with "ftp: connect: Invalid argument" (Doc ID 2234220.1)

Symptoms

Oracle Traffic Director (OTD) is configured with TCP Proxy to proxy ftp requests to backend servers. After the ftp connection is successfully established, attempting to copy a file from the local system to a remote system fails with error "ftp: connect: Invalid argument".
