OUD 11g - Indexes are Corrupt after Upgrading from PS2 -> PS3

Symptoms
After upgrading from OUD 11.1.2.2 -> OUD 11.1.2.3, the following errors were encountered:

. This value seems to be corrupt . The index should be checked or rebuilt
