Symptoms

Seeing high number of active connections on Oracle Web Center Sites (WCS) hosted on WebLogic with Oracle Database after an in-place upgrade from Oracle DB 11g to 12.1.0.2.0

Intermittently getting high number of active database connections resulting in corresponding WLS and OHS connections staying open.
