System Page Customization for Welcome Page Breaks Navigation (Doc ID 2236406.1)

Symptoms

Customizing the system Welcome Page will break the navigation on the page, and a Java Script error will be seen in browser debug:

Uncaught DOMException: Failed to execute 'replaceState' on 'History': A history state object with URL 'http://<HOST>/oracle/webcenter/page/scopedMD/s8bba98ff_4cbb_40b8_beee_296c916a23ed/businessRolePages/Landing.jspx' cannot be created in a document with origin 'http://<HOST>' and URL '<HOST>/webcenter/system/welcome.jsp'.

This will lead to unexpected behavior on the page.  For example:  If you fail to login, you will not be redirected to the login page to re-enter the credentials and the page is not responsive.

Also the Language switcher on the customized Welcome Page is not working. Note that the language picker is rendered but you cannot select any language for the login page, etc, as the mouse underlines the language
but clicking on it fails to change the language.
