Symptoms

When attempting to run APEX application, the following error occurs.
wwv_flow.accept Sorry, this page isn't available

 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade Oracle DB from 11.2.0.4 to 12.2.0.1.
2. Upgrade APEX from 4.2 to 19.1.



Depending on the version of APEX the following error may be seen.

ORA-28817: plSQL FUNCTION returned an error.
ORA-06512: at 'SYS.DBMS_CRYPTO_FFI", LINE 6
APEX_050100.WWV_FLOW_CRYPTO
APEX_050100.WWV_FLOW_SECURITY
APEX_050100.WWV_FLOW
and
SYS.DBMS_CRYPTO_FFI
SYS.DBMS_CRYPTO
