Satellite Server Does Not Launch - Seeing the Error "String index out of range" (Doc ID 2240388.1)

Symptoms

Unable to start the Satellite Server deployment.

An error resembling the following can be seen in the Managed Server logs:

javax.servlet.ServletException: Failed to create SSO filter. Reason: java.lang.StringIndexOutOfBoundsException: String index out of range: -1
at com.fatwire.wem.sso.SSOFilter.init(SSOFilter.java:72)
