Processing a New Document in WFR results in Error " Unable to connect to database: ORA-12170: TNS:Connect timeout occurred" (Doc ID 2246367.1)

Symptoms

After configuring the .INI file for Reporting according to the WFR AP Project Guide, "Section 6.5.1. Activating Reporting to the Reporting Database" processing a new document results in the following error in the RTS H log file:
