Oracle Access Manager 11gr2ps3 (OAM 11.1.2.3) Unable to Activate a Custom Authentication Plugin

Unable to activate a Custom Authentication Plugin. Using OamConsole "Activation" fails.
"Upload" and "Distribute" the plugin works
Accessing https://xxxx:<PORT>/oam/server/HeartBeat does not work.
AdminServer errors in logs.

"Access Manager Settings" are changed to use new load balancer. (SSL)
