Can't Upgrade OTD 12C Standalone Components from 12.2.1.0.0 to 12.2.1.2.0 (Doc ID 2247132.1)

Symptoms

When tried to upgrade OTD 12.2.1.0.0 to 12.2.1.2.0 by following documentation https://docs.oracle.com/middleware/12212/lcm/OTDUP/GUID-020ED0E9-C8A5-492E-89F0-125C49164F41.htm#ODIUG327

Having an Admin Server and two separate OTD Machines. Able to successfully upgrade the collocated Weblogic / OTD Admin Server (but had to run reconfig.sh before the upgrade assistant which wasn't documented). However, Not able to upgrade the OTD standalone Machines, both the reconfig.sh and upgrade assistant (ua) fail. See below errors.

On the standalone components, OTD 12.2.1.1.0 installed into /oracle/product/Middleware/ and the domain is /oracle/product/Middleware/user_projects/domains/OTDDomain.

On the AdminServer packed the upgraded 12.2.1.2.0 domain (e.g. ./pack.sh -domain=/oracle/product/Middleware/user_projects/domains/OTDDomain -template=/tmp/OTDDomain.jar -template_name=otd -managed=true) and copied /tmp/OTDDomain.jar to the standalone components.

On the standalone components, installed OTD 12.2.1.2.0 into a new home /oracle/product/wls/12212/ and was able to unpack the upgraded domain. Then deleted the old home and started the Node Manager from the upgraded domain.

Then tried to start the OTD instances from the AdminServer EM and got this error.

Changes

 This issue is observed with-out any changes on OTD stand alone install.
