Symptoms

The WebCenter Enterprise Capture UserExitFocusChanged method does not fire consistently in Web Verifier.  In this scenario, there is a field on the screen to indicate the vendor is a certain type.  The only way to keep this consistent if a vendor changes is to use a UserExitFocusChanged trigger, which works in the Capture client not in Web Verifier.
