"ORA-20031: Java Development Disabled" When Creating The OWB Repository

On : OWB
When attempting to create the repository, the following error occurs at 80%.

ORA-01031: insufficient privileges

The issue can be reproduced at will with the following steps:
1. Run the Repository Assistant to create the repository

The issue has the following business impact:
Due to this issue, the repository creation cannot complete.


 Database Java patches have been applied.
