Symptoms

Oracle Access Manager 11gr2ps3 (OAM 11.1.2.3.0) System Error Handing/Redirection Issue After Applying BP07

Steps to reproduce:
========================
1. Access application URL - <HOSTNAME>.<DOMAIN>:<PORT>/admin
2. Returns to login page - <HOSTNAME>.<DOMAIN>:<PORT>/admin/login.portal
3. Keep login page idle for more than 15 minutes or delete cookie before submitting the login page to simulate OAM system error condition and submit the login page to OAM with credentials
4. Issue...
a. Pre BP07 ... uses an internal forward/rewrite ... HTTP/1.1 200 OK
b. Post BP07 uses a external redirect ... HTTP/1.1 302 Moved Temporarily
