Cannot Add Users As Partition Admin from Fusion Middleware Console

Symptoms

From Weblogic Fusion Middleware console, when we try to administer users/groups in the partition, we get the following message:
  

Information
  Managing Users and Groups for this partition is not enabled. To enable this feature, the management identity domain configured on this realm must be same as the primary identity domain of this partition. Please contact System Administrator for help.

 
Steps taken:

1. Configured The WebLogic domain. Created the Realms, Virtual targets and Domain partitions according to document

2. Logged into the EM console on coke_partition with coke_admin user

3. Went to Domain partition -> Security -> Users and Groups

4. Saw the below message because of which not able to add Users and Groups in Partition Primary Identity Domain idd_coke_partition

Managing Users and Groups for this partition is not enabled. To enable this feature, the management identity domain configured on this realm must be same as the primary identity domain of this partition. Please contact System Administrator for help.
