Oracle Access Manager (OAM) 11gToken Validation Using ASDK Client Fails With Error OAMAGENT-02021

In a clustered environment, resource protected with 11g ASDK Agent is failing with below error

oracle.security.am.asdk.AccessException: OAMAGENT-02021: The Access Server has returned a fatal error with no detailed information
at oracle.security.am.asdk.UserSession.makeSessionFromToken

<Error> <oracle.oam.proxy.oam> <OAM-04020>
<Exception encountered while processing the request message:
oracle.security.am.common.utilities.exception.AmRuntimeException: Exception while decrypting token
at oracle.security.am.proxy.oam.token.obsso.AbstractOBSSOTokenHandler.parseEncryptedSessionToken
