Goal

HTTP header content-type "action" attribute is empty in several scenarios:

1. If using SOAP 1.2
2. When using MTOM/XOP enabled on business service
3. If request sent to OSB contains a MTOM/XOP attachment
4. If the business service has an OWSM policy attached
