Getting "We can't send the notification because there are no devices to receive it." when testing notifications from MCS dashboard

When using MCS Notifications console to send a message in Test Notifications box, I get a message error:
"We can't send the notification because there are no devices to receive it. Ensure that there are valid devices and try again."
Device successfully registers and shows up in MCS Manage Devices screen.
