SOA 12.1.3 with latest BP (Patch 21885138: 12.1.3 Bundle Patch 4 (12.1.3.0.4) )

XSLT performance degradation on SOA 12c when compared to SOA 11g. XSLT transformation takes long time (example: 2 minutes) compared to few seconds(example: 12 seconds) back in 11g.
