Symptoms
When attempting to start OPMN process to start WebTier 11.1.1.9.0 using command "opmnctl startall" it fails, and the following error occurs are seen in $ORACLE_INSTANCE/diagnostics/logs/OPMN/opmn/opmn.out logs
