Tuxedo 12.1.1.0 Rolling Patch RP081 Installation Problems On Windows

Symptoms
On : Microsoft Windows 2012 R2 x64 (64-bit) with Oracle Tuxedo, Version 12.1.1.0_VS2012, 64-bit, Patch Level 077 installed. Used the V38409-01 package of the Tuxedo 12.1.1. base product from Edelivery site.
When attempting to install Tuxedo rolling patch level RP081, after uninstalling RP077, the installer executable tool disappeared(appears to be finished) with no error reported.
Checking with "tmadmin -v", after the RP081 installer finished, the the patch was not installed:
