Failed To Boot 8th Tuxedo Domains On Windows 2012 R2 (Doc ID 2265470.1)

Symptoms

User was able to boot 7 Tuxedo domain on a Windows 2012 R2 server with Tuxedo 12.1.1, but always failed to boot 8th Tuxedo domain.

The following error is logged in Tuxedo ULOG when this failure happened:
084320.server!PSDSTSRV.9500.10084.0: 05-11-2017: Tuxedo Version 12.1.1.0_VS2012, 64-bit
084320.server!PSDSTSRV.9500.10084.0: LIBTUX_CAT:681: ERROR: Failure to create message queue
084320.server!PSDSTSRV.9500.10084.0: LIBTUX_CAT:248: ERROR: System init function failed, Uunixerr = : msgget: No such file or directory
084320.server!tmboot.10160.8536.-2: 05-11-2017: Tuxedo Version 12.1.1.0_VS2012, 64-bit
084320.server!tmboot.10160.8536.-2: CMDTUX_CAT:825: ERROR: Process PSDSTSRV at server failed with /T tperrno (TPEOS - operating system error)
