"WebLogic Plugin Enabled" Select Option Display Issue

Symptoms
On Weblogic Server 12.2.1 it was observed that when server instance WeblogicPluginEnabled is set to "Yes" or "No", the drop down list option "Inherit" is always selected, but correct value is stored in config.xml.
It is only happen when the login user is not member of Administrators group. When the login user is member of Administrators group, it's correctly selected on option "Yes" or "No".
On 12.1.1 and prior versions, it is a check box represents the value, ON/OFF(by default). Starting from version 12.1.2, WeblogicPluginEnabled can be set to three values. Therefore a drop down list is used to show the value.
The same issue is also observed on 12.1.2 and 12.1.3, it is the option "Default(by default)" is always selected.
