Exalogic Virtual: "vserver_placement.ignore_node" Flag Set On the Compute Node From EMOC Is Not Working

Symptoms
In Exalogic Virtual racks, we set vServer_placement.ignore_node flag to true on Compute Nodes from EMOC. This is to blacklist the compute node, so that any existing vServers which are started or any newly created vServers are not placed on the Compute Node which is blacklisted. In some cases when starting vServers or creating new vServers from EMOC we notice that the vServers are placed on the Compute Nodes which are blacklisted.
