Exalogic Virtual: "vserver_placement.ignore_node" Flag Set On the Compute Node From EMOC Is Not Working (Doc ID 2269274.1)

Symptoms

In Exalogic Virtual racks, we can set vServer_placement.ignore_node flag to true on compute nodes from EMOC. This should result in newly created vServers and existing vServers that are restarted to not get placed on the compute nodes where the flag is set. 

However, in some cases when starting vServers or creating new vServers from EMOC we notice that the vServers are still placed on the compute nodes which has the vServer_placement.ignore_node flag set to true.
