WFR Vendor Address is not Changed after the PO Number Validates when Initial Vendor Address is Blank (Doc ID 2270820.1)

Symptoms

The Vendor Address does not update to the PO Vendor Address consistently when the PO number is validated in WFR.  This occurs more often when the Vendor address is initially blank
