Unable to launch ContentTracker Data Engine Control Center after Patch 18.104.22.168.170418 Installed in WCC

After installing WCC Patch 126.96.36.199.170418, the user can not launch the ContentTracker Data Engine Control Center.
Steps to reproduce:
1. Enable ContentTracker component and restart WCC server where Patch 188.8.131.52.170418 was installed.
2. Log in as Administrative user and browse the following menu.
Administration -> Content Tracker Administration
3. Launch Data Engine Control Center.
4. You see the following error:
Unable to launch the application.
Error: JAR resources in JNLP file are not signed by same certificate
