Unable to launch ContentTracker Data Engine Control Center after Patch Installed in WCC

After installing WCC Patch, the user can not launch the ContentTracker Data Engine Control Center.

Steps to reproduce:

1.  Enable ContentTracker component and restart WCC server where Patch was installed.

2.  Log in as Administrative user and browse the following menu.

Administration -> Content Tracker Administration

3.  Launch Data Engine Control Center.

4.  You see the following error:

Application Error
Unable to launch the application.
