When attempting to configure Oracle Enterprise Data Quality (EDQ) with Java Cloud Service (JCS) the following error occurs upon startup:

EDQ on JCS - "edq_server1" is in "SHUTDOWN" and "Not Reachable" state.
[Deployer:149034]An exception occurred for task [Deployer:149026]start application edq on VeonEDQJ_cluster.: com.tangosol.net.RequestPolicyException: No storage-enabled nodes exist for service edqgar:PartitionedCache:com.tangosol.net.RequestPolicyException:No storage-enabled nodes exist for service edqgar:PartitionedCache.

...and as a result, the managed server fails to start.

The issue can be reproduced by performing the configuration steps given in the same "EDQ on JCS" document located: http://www.oracle.com/webfolder/technetwork/tutorials/obe/fmw/edq/12c/edq_12c_on_jcs/edq_on_jcs.html
