EDQ On JCS - "<Server>" Is In "SHUTDOWN" And "Not Reachable" State - Error Raised: "No storage-enabled nodes exist for service" (Doc ID 2274232.1)

Symptoms

When attempting to configure Oracle Enterprise Data Quality (EDQ) 12.2.1.2.0 with Java Cloud Service (JCS) the following error occurs upon startup:

EDQ on JCS - "edq_server1" is in "SHUTDOWN" and "Not Reachable" state.
[Deployer:149034]An exception occurred for task [Deployer:149026]start application edq on VeonEDQJ_cluster.: com.tangosol.net.RequestPolicyException: No storage-enabled nodes exist for service edqgar:PartitionedCache:com.tangosol.net.RequestPolicyException:No storage-enabled nodes exist for service edqgar:PartitionedCache.

...and as a result, the managed server fails to start.
