APEX is Invalid After Upgrading to 12.2 - ORA-20001: MISSING GRANT (Doc ID 2274616.1)

Symptoms

APEX 5.1.1 is invalid in the DBA registry after upgrading the database from 12.1.x to 12.2.x.

When running the validate_apex script the following errors occurs:

APEX 5.1.1 has been installed into a 12.1.x database and contains no invalid objects and is valid in the DBA Registry.

After upgrading to 12.2.x of the database APEX is now invalid in the DBA Registry.
