SOA Cloud Managed Server Cannot Join the Coherence Cluster (Doc ID 2275668.1)

Symptoms

On : 12.2.1.2.0 version, Oracle Coherence

Soacsdev2 managed server1 (soacsdev_server_1) is not starting up and throws below error during startup
