Error Accessing Test Configuration Unexpected Error Creating The Session Object OSB (Doc ID 2277368.1)

Symptoms

For some (but not all) proxies, clicking on the Test button in OSB Console,

Fails with Error Accessing Test Configuration Unexpected error creating the session object

Logs shows the following error message,

Caused By: com.bea.wli.config.component.NotFoundException: Can not compute effective WSDL for : ProxyServicexxxxxService/proxy/xxxxxxxxService_V1
