Symptoms

Unable to upgrade WebCenter Content from 11g to 12c. Get the following exception in the Reconfiguration Progress page of the Reconfiguration Wizard (reconfig.sh/reconfigure.cmd).

CFGFWK-64254: Error occurred in "OWSM Processing" phase execution
Encountered error: oracle.mds.internal.persistence.db.fcf.MDSDBIOException: java.sql.SQLException:
  ORA-04063: package body "<MDS_Schema>.MDS_INTERNAL_SHREDDED" has errors
  ORA-06508: PL/SQL: could not find program unit being called: "<MDS_Schema>.MDS_INTERNAL_SHREDDED"
  ORA-06512: at line 1
