Application is Re-Deployed When WLS Managed Server is Restarted (Doc ID 2280592.1)

Symptoms

On WebLogic 12.1.3.0 and higher versions, it is observed that application deployed is re-deployed every time the Managed Server is restarted. It only happens when the application is deployed to Managed Server with stage mode. That is, you select "Copy this application onto every target for me" as Application Source accessibility at step "Optional Settings" of application deployment wizard, as below figure shows.

It does not happen on WebLogic 12.1.2 and prior versions, including 10.3.6.
